Yea it’s looking weird for me in Win 7/Firefox too. The new black bar is too thin, and the notification image on the new bar doesn’t display in full.

And yea, in Chrome on Android, that bar is missing altogether.

In this design, the notification option is tucked into your user menu. Click your profile photo to expand those options. If you have an notification, a badge should appear over your profile photo.
